  • Operates under the “Optional Plan A” form of government as defined in Minnesota Statutes Sec. 412.111 and is a fourth class statutory city.
  • Governed by an elected Mayor and four elected Council Members.

The Council meets once a month on the third Thursday at 6:00 p.m.

  • Elected at-large to four-year terms and Council at alternate two-year intervals.
  • Elected by the citizens, the Mayor serves as the official speaker for both the local government and the community as a whole.
  • Serves as presiding officer, the Mayor is also a member of the Council.
  • Elected by the citizens, the Council, along with the Mayor, has the task of balancing the many individual interests of the citizens with the long-term goals of our community.
  • Ensures that all future projects are filtered through the City-Wide Strategic Plan.
  • Oversees administrative officers, formulates policies, and exercises City powers.
  • Appoints personnel responsible for the proper administration of all affairs.
  • Oversees the City’s financial operations, authorizes necessary improvements and capital expenditures, and establishes ordinances through a professional staff. 
  • Determines needs for future development of the City.

MAYOR TIM VOGEL

CommentsI am honored for the opportunity to serve the residents of the City of Melrose. It is my intention to help preserve and improve various aspects of City government along with my fellow Councilors. It is our intention to do what’s in the best interest of everyone who calls our City home. Melrose is a beautiful, well-maintained City with so much to offer. We need to focus on the strength of this community and I challenge each and every one of us to be great ambassadors and good stewards in revitalizing business and attracting new friends to our community while focusing on growth and prosperity.  It is our commitment to you that we will work very hard to deserve your respect and trust throughout the next 2 - 4 years. Thank you all for the support you have given us!

City Goals: To foster community development in a way that benefits all residents.
To earn the community’s confidence through fiscal responsibility, common sense, and needs for the voters best interest.
To bridge trust and respect between the unions, staff, and management so that all issues are resolved through dialog and honesty with the least possible expense.
To encourage resident’s participation in City government operations thru communication, open forums and being available.

Experience: I worked for Jennie-O Turkey Store for 19 years as general laborer, asst, Quality Assurance Supervisor, Human Resource Specialist, and First Line supervisor. I’ve now worked 13 years as a Water/Wastewater operator and lab tech for Melrose Public Utilities.

COUNCIL MEMBER JENNY MAYERS

Comments: I was born and raised in Melrose and am very dedicated to the growth of the City of Melrose.

City GoalsI would like to see planned growth in Melrose and to retain current businesses, along with attracting new people with amenities like parks, events, schools and the hospital.

Experience: I was head of the Marketing Department for 12 years at Central Minnesota Federal Credit Union; currently I am employed by BI Worldwide, based out of Norcross, GA as an Account Executive.

Committees & Organizations: I have been on the Melrose Parks and Recreation Board for 10 years, involved with the Tri-Cap Bus and Melrose strategic planning. I have also helped with numerous events including the Melrose Area Chamber of Commerce, the Melrose Toy Run for Project Give-a-Gift and the Melrose Car Show raising funds for brain cancer research. I also was involved with the Minnesota Family Involvement Council, raising funds for scholarships for 12 years.

HobbiesI enjoy motorcycling, biking, walking and cross country skiing. I enjoy getting together with family and friends.

COUNCIL MEMBER TONY KLASEN

Comments: I grew up in Melrose, feel that I know the City fairly well, and would like to be part of the future direction of the community.

City Goals: I would like to see Melrose remain fiscally responsible. Also, I believe limited government (smaller tax burden) is much more attractive to business and industry, which is also a foundation of capitalism and freedom.

Experience: BS in Business, St. Cloud State University. Network Analyst - St. Cloud Hospital, 7 yrs. Comprehensive Planning Committee - City of Melrose.

Committees & Organizations: Planning & Zoning Commission, Comprehensive Planning Committee, Melrose Area Ambulance - Volunteer EMT.

Hobbies: Fastpitch softball, golfing, hunting, cars, traveling, outdoors.

COUNCIL MEMBER JOE FINKEN

Comments: I ran for City Council so that I can help keep my town growing. I want us to thrive. We have such a great town and I want it to be better. I see so many things other towns are doing I want to bring that to the table.  I am a water treatment technician and I work all over the state. I am married and have three children. My family and I love to travel and spending time together.

City Goals: My goal for our town is that the people of Melrose know that I work for them, and that they are part of this town.  It is time for everyone to step up and be part of the future planning of Melrose. 

Experience: I will start my first four year term of office starting January 2007.

Committees & Organizations: I have been a member of the Melrose Fire/Rescue since 1998 and I have been the Chaplain since 2003.

COUNCIL MEMBER  DICK CHRISTENSON

Comments:  I have lived in Melrose for 40 years. I taught high school Industrial Arts for 13 years in Melrose.  I've since established a successful welding and machine shop business that opened in 1984.  Raised a family of five and love the small town atmosphere of Melrose.

City GoalsMy goals are to try to contribute to the continued successes the city has had in the forty years that I have lived here.

Experience: I have a B.S. degree in education with an emphasis in Industrial Technology.

Committees & Organizations I belong to the Melrose Lions Club and was Secretary for five years, president, member of the board of directors, Melvin Jones Award recipient.  I am a member of St. Mary's Parish.  I was on the parish board for six years and chairmen of the board for two years.  I was a member of the Melrose Community Opportunities Committee for four years.  I currently serve on the Melrose Comprehensive Planning Committee and Melrose Public Utilities Commission.  I have been involved with the Melrose Boys Scouts.

Hobbies: Family, grandchildren, cabin and hunting.

Interested in becoming a Council member?

If you are a current resident of the City of Melrose and you are interested in becoming a City Council member you will need to meet these requirements:

QUALIFICATION REQUIREMENTS

To hold elective city office, individuals must be qualified city voters, at least 21-years-of-age on the date of taking office, U.S. citizens, and residents of the city for at least 30 days prior to the general election.  An individual who has been convicted of a felony under either state of federal law cannot hold elective office in Minnesota unless the individual’s civil rights have been restored.

The City Council must also abide by the Code of Conduct.

Elections for the next four year term of office for two Council member openings will be November, 2012. Elections for the Mayor and two Council member openings will be held November 2014.  Applications can be picked up at the Melrose City Center between 8:00 a.m. - 4:30 p.m. Monday - Friday.
